Because all IS 10322 (Part 5) product-specific sections reference IS 10322 (Part 1), the revision of the general standard necessitates corresponding updates to all seven section-specific standards — triggering the entire IS 10322 (Part 5) series revision.
All seven sections of IS 10322 (Part 5) that are notified under the CRO have been revised simultaneously: Sec 1 (Fixed General Purpose), Sec 2 (Recessed), Sec 3 (Road & Street), Sec 5 (Floodlights), Sec 6 (Hand Lamps), Sec 7 (Lighting Chains), and Sec 8 (Emergency Lighting). All carry the same concurrent running deadline of 2 February 2027.
The last date of concurrent running for all seven revised standards is 2 February 2027. IS 10322 (Part 1):2026 — General Technical Changes Affecting All Categories
IS 10322 (Part 1):2026 is the revised general requirements standard that all IS 10322 (Part 5) section-specific standards reference and defer to for fundamental luminaire requirements. The following technical changes in IS 10322 (Part 1):2026 therefore affect all seven LED luminaire product categories listed in the BIS notification. IS 10322 (Part 1):2026 introduces IPX9 — protection against high-pressure and high-temperature water jets — as a new ingress protection rating applicable to luminaires. Products claiming IPX9 must now be tested accordingly. This is particularly significant for outdoor and industrial LED luminaire manufacturers whose products may face high-pressure cleaning environments.
Electromagnetic Field (EMF) safety requirements have been included in IS 10322 (Part 1):2026. A new normative (mandatory) annexure on battery/EDLC-operated luminaires has been added to IS 10322 (Part 1):2026. Additional specific changes: (a) Updated IS 10322 (Part 1) references; (b) Additional marking requirements for street and road lighting luminaires. Road and street lighting manufacturers should review the additional marking requirements carefully as these luminaires are government-procured and often subject to independent type inspection at installation.

Most technically complex revision. Emergency lighting manufacturers face the most substantive re-testing requirement of any category.
IS 16102 (Part 1):2026 — Self-Ballasted LED Lamps
Self-ballasted LED lamps (integrated LED lamps with built-in control gear, designed to directly replace conventional incandescent, CFL, and halogen lamps in standard lamp holders) are covered under a separate revised standard: IS 16102 (Part 1):2026, which replaces IS 16102 (Part 1):2012.
IS 16102 (Part 1):2026 specifies updated safety requirements for self-ballasted LED lamps intended for general lighting services. It is the safety standard applicable to integrated LED lamps — such as LED bulbs with E27/B22 bases, LED candles, LED GU10 lamps, and similar replacement lamp formats — manufactured or imported for the Indian market.
IS 16102 (Part 1):2026 supersedes IS 16102 (Part 1):2012. The revised standard aligns with updates to IEC 62560 (the international safety standard for self-ballasted LED lamps) and brings the Indian standard current with global LED lamp safety requirements. Confirm the specific concurrent running deadline for IS 16102 (Part 1):2026 directly with a BIS consultant for your licence.
Self-ballasted LED lamps fall under the Compulsory Registration Order (CRO) for electronics and IT goods, exactly as LED luminaires do. The same BIS registration rules apply — the registration is issued to the manufacturer only, covers a specific product, manufacturing site, and brand, and requires testing at a BIS-recognised laboratory.
Manufacturers producing both self-ballasted LED lamps (IS 16102 (Part 1):2026) and LED luminaires (IS 10322 (Part 5) series) must hold separate BIS CRO registrations for each product category. The lamp registration under IS 16102 and the luminaire registration under IS 10322 (Part 5) are independent registrations with their own test reports and licence numbers.
What Existing Licensees Must Do — BIS Guidelines for Licence Holders
The official BIS notification sets out specific obligations for existing BIS CRO licence holders. These are not optional guidance — they are the mandatory actions required to maintain an operative BIS licence beyond 2 February 2027.
All existing licensees shall implement the applicable revised standard by the last date of concurrent running — 2 February 2027. The BIS notification is explicit: "Beyond the last date of concurrent running, no licence shall remain operative where compliance with the Revised Standard has not been ensured by the licensee."
Existing licensees must submit complete test report(s) issued by a BIS recognised laboratory for all lead model(s) covered in their scope of licence that were previously tested under the old standard version. Fresh laboratory testing under IS 10322 (Part 5/Sec X):2026 is required for every lead model — test reports from the old standard are not accepted for the transition.
For series models within the licence scope that are not being individually re-tested, the licensee must provide an undertaking stating that requirements of the applicable revised standard have been implemented in those existing series models. This is distinct from lead models — series models may be covered by undertaking, but lead models require fresh test reports.
The BIS notification states explicitly: "If the licensee fails to complete all actions by the last date of concurrent running, cancellation of the licence / deletion of model from scope of the licence may be initiated." This is BIS's standard enforcement mechanism — non-transitioned licences risk complete cancellation, not just temporary suspension.
Guidance for New Applicants Under the Revised IS 10322 (Part 5):2026
The BIS notification provides specific guidance on how new BIS CRO applications will be handled during the concurrent running period and after 2 February 2027.
Applications where the sample has already been submitted to the laboratory or the test report has already been issued by the laboratory as of 20 March 2026 may be processed under the applicable old version of the standard. Manufacturers who had already begun testing before the notification date are not required to restart under the revised standard.
Applications recorded after 20 March 2026 may be processed under either the old or revised standard — but processing under the old standard is only permitted up to 2 February 2027. For applicants choosing to process under the old standard, they must submit a declaration that they will implement the revised standard by 2 February 2027.
Beyond 2 February 2027, no licence shall be granted as per the old standard. All applications submitted or processed after this date — whether by new applicants or existing licensees — must comply with IS 10322 (Part 5/Sec X):2026. New applicants should apply directly under the revised standard now to avoid any transition complication later.
For change-in-scope requests (adding new models to an existing licence), the new applicant provisions at B(i) and B(ii) apply — but scope changes under the old standard are only permitted up to the date the licensee switches over to the revised standard or up to 2 February 2027, whichever is earlier.
4 Pillars of BIS Registration for LED Luminaires & Lamps
BIS CRO registration for LED luminaires and self-ballasted LED lamps is granted to a specific manufacturer for a specific product, manufactured at a specific site, under a specific brand. If any of these four factors changes, a new registration — or a formal licence amendment — is required.
Registration is granted to the actual manufacturer only. Importers, distributors, and traders cannot hold BIS CRO registration in their own name. They must act through the manufacturer or as the manufacturer's AIR.
The registration is tied to a specific manufacturing site. Multiple production sites require separate registrations, even if the manufacturer, product, and brand are identical across sites.
Each of the 7 IS 10322 (Part 5) sections and IS 16102 (Part 1) requires its own registration. A manufacturer producing floodlights and emergency lighting must hold — and transition — separate registrations for each category.
A separate BIS CRO registration number is required for every brand name or trademark under which the luminaire or lamp is sold in India — even where the same product is sold under multiple brands from the same factory.

7-Step Transition Process for IS 10322 (Part 5):2026
Confirm which of the 7 revised sections applies to your product using the official BIS notification table above. If you manufacture multiple product categories (e.g., floodlights AND emergency lighting), identify all applicable sections — each requires a separate transition. Also confirm whether IS 16102 (Part 1):2026 applies for any self-ballasted LED lamp products in your scope.
Review the 12 significant technical changes in IS 10322 (Part 1):2026 (see Section 3 above) and the specific changes in your IS 10322 (Part 5) section (see Section 4 above). Identify which new tests or modified requirements affect your lead models — particularly IPX9 (if applicable), EMF safety, PELV, EDLC, photobiological requirements, touch voltage/current limits, and any section-specific tests like the glass breaking test for floodlights or lithium battery/EDLC tests for emergency lighting.
Foreign manufacturers who do not have a liaison or branch office in India must appoint a BIS-eligible AIR before any application can be filed. The AIR must be in place before the transition application is submitted — do not delay this step as AIR documentation takes time to prepare and formalise.
Arrange immediate submission of all lead model samples to a BIS-recognised laboratory for full re-testing under IS 10322 (Part 5/Sec X):2026 — including IS 10322 (Part 1):2026 general requirements clauses and all product-specific clauses. Compile all required documents — test reports, undertaking for series models, updated CCL, technical drawings, legal address proof, ISO 9001 certificate, trademark certificate, existing licence reference, and AIR documents — ensuring full internal consistency. Submit the complete transition application through the BIS portal (or physical submission for FMCS applicants) well in advance of 2 February 2027 to allow BIS review time.
BIS officials verify the transition application, test reports, undertaking, and complete documentation. Consequences of Missing the 2 February 2027 Deadline
The BIS notification is unambiguous: "Beyond the last date of concurrent running, no licence shall remain operative where compliance with the Revised Standard has not been ensured by the licensee." The practical consequences of missing the 2 February 2027 deadline are immediate and severe.
